Wow, nice find! I'd thought I'd seen every production still, and behind the scenes shot too, but this is new to me. Definitely H1, that's Nick in the mask, no mistaking him
Looks like it's gotta be after the sheet ghost scene, the hair's a total mess, all pulled forward showing the blond still underneith. GREAT reference for how the eyes are cut, and the sideburns residue.

Yup, that is a behind the scenes shot taken during Halloween II. If you have the whole image because this image is cropped; in the background you can see it's outside the hospital. Right under his chin the the BIG "Entrance" or "Emergency" sign.
