A good hood in general should have the neckline of one of the SPFX or CFX silicone masks, yet no one sculpts theirs this way.

It's not necessarily a choice. Most undermasks/hoods are sculpted on an armature, so it's a bit difficult to sculpt a neck longer than the armature will allow.
Further more, most are sculpted as display pieces and are not initially meant as costume pieces. If a hood is sculpted deliberately for costume purposes, these things should certainly be kept in mind. But undermask/hood display pieces should be kept accurate in size/dimension in order to appear proportional.

I see your point about most being display pieces. But, if the CFX masks can be sculpted like such, so can a latex mask, I'd think.

There is alot of people though, myself included, that would like a ULTIMATE Part 4 hood for costume. One made just like Ted White's hood would be totally awesome. Maybe someday ...

I'm currently saving for a silicone mask to use as a hood because there's pretty much no other option for me.
