Filing A Paypal Complaint - Punisher - 03-22-2007

It looks like I might need to file a Paypal complaint against someone on eBay that has decided to stop answering my e-mails. It was suppose to ship last week, however he hasn't answered my two e-mails asking for tracking #s and I've heard some horror stories about this guy on here *after* I made the purchase. Does anyone know if there is a time limit to filing a complaint? I had heard someone mention that after 30 days they won't refund money. Is this correct? Do I make the complain through eBay or Paypal? Any advice would be helpful. I'm not filing the complaint, I'm just preparing if it's needed in the coming weeks. Thanks!

Yes file the claim before 30 days . I would also file a complaint with Ebay and Paypal.

Yeah file a claim with both Paypal and ebay...I think you have 45 days to file a claim with Paypal.

Filing a claim with eBay is the same as Paypal...just log into your Ebay account and click the "dispute resolution" tab. That will in turn direct you to Paypal where you will log in and file. Be sure you do it within the 30 days.................Larry

I have had to file a fewYou get days to file the complaint with paypal - if that is how you paid that is the way to go.Once you file the complaint it freezes his accounts for withdrawing money until it is resolved ( that is if he has any money in there- if he is not returning emails he may have clreaded it out.If you made sure that you bought from someon with Paypal protection logo on the auction you are covered up to that amount. I always look at that before I bid on anything !!!!!if you buy something for $ but the guy is only covered for $ 200 and you pay with paypal funds the most you are going to get back from them is $ 200. If there is nothing on the listing I think you can only geet $ 40 back.If you pay via a credit card via paypal rather than a paypal balance then you are much better protected even without the paypal protection as you have your credit card protection and they debit paypal who goes after the culpritHope that helps - always check the auction and see if it is protected -Shummy

Wow, thanks for the info guys! While checking out Paypal stuff I finally saw some of this info (you have to log in to see it I guess) and it says to open a complaint within 45 days and then you have 20 days to file that complaint if the seller doesn't make it right between the two of you. I think they changed the 30 to 45, but I could be wrong. I just checked and the auction was not protected, however I payed a bit under $200 with my CC through paypal. As for him clearing his account, I highly doubt it, as he seems to sell quite a bit and even had a few auctions up until a day or so ago. So if Paypal won't give me all my $ back I should just dispute the charge on my CC? Anyhow, I don't know what to think as my item was supposedly ready to ship when I bought it, but he has stopped answering e-mails. I think a few on this site have had this situation occur with this same person. Here's hoping I don't have to go through all of this crap. Paypal hates that - that is why you cannot just directly pay with a credit card if you have paypal funds as if the auction is not protected and you paid with a CC they can get stuck.Up to you - sometimes the credit card companies give you 90 days so if you start iwth paypal and are not happy you can always then turn around and file with your credit card co. - pretty sureShummy

on a side note if your emailing him threw ebay you might wanan try direct email..I know i use aol for my email..and some new update has screwed thigns up to where ebay mail and even paypal notifications have been marked as spam..i dunno but that could be the case also ya might wanan checkbut paypal only gives so long i know im trying to get a payment back but there not letting me since he shipped the item with a tracking number but shipped it elsehwere..(probably a freinds house) so when he entered the trackin number paypal clsoed it nad sided for him..now i gotta call them and complain that it wasnt shipped to my confirmed addypaypal and ebay suck so do people

Another quick question for those who have filed CC disputes. I got my bill today and the last thing on their is my paypal payment to this guy. Now, I tried to call and ask this question, but amazingly enough, Capital One doesn't let you talk to anyone on the phone. There's no option (that I can tell) to talk to a customer rep. So does anyone know if I can dispute the charge after I've paid it or do I need to pay everything minus that and slip a note in saying that the charge is pending and I may want to dispute it. Anyone know?
