No, don\'t use Mod Podge on a shirt you intend to wear. For that I\'d use a clear bathroom caulking silicone. Just be sure that you line the inside with something so that the silicon doesn\'t soak through and bond with the silicone on the other side of shirt or sleeve! Silcone stays flexable for a few years.
There is also something called "Permawet", but I don\'t know if that would work in this case.
