Don't need to, just paint right over the old stuff. It really doesn't come off, and anything you could use to break it down, would melt the plastic pretty good too. The best stuff to use is acrylic paints, the ones that come in the small bottles and are about a buck each. Super easy to work with GREAT colors, easy to wipe off if you need to, you can do washes and things too. It will scratch off though, so repainted figures are pretty much display only. You can use enamel paints, like testors, or model masters, but it's not as easy/nice to use can't do washes, it's a bitch to get off if you need to redo a spot, and on some soft plastics it won't dry fully, always stay tacky. Also, it has a real sheen to it, where acrylic is a matte finish.
