The beginning of the movie happens the same night as the first Halloween and then it skips forward another year. THAT'S why Michael's mask has advanced rotting, and THAT'S why there is a flyer for a Halloween party. Oddly enough...I don't remember any Halloween party actually being a part of the storyline in the original Halloween 2.
