I would add that the T-700's also larger in scale, halfway between the T-600 and the T-800. And it's not as polished in it's look because it's a field soldier unit (grey metal endoskeleton instead of gleamy silver might camouflage it better in the wastelands, maybe...) and, more importantly, it has metal teeth instead of white ones because it's not meant to have a skin covering for infiltration: white teeth aren't necessary for it's purposes. And if it had skin, ad metal teeth, it wouldn't look very human...
