I have a Toshibi Blu Ray player & a standard Toshiba dvd player with the Color stream option.
The color stream option is comparable with blu ray quality in my opinion.
The Toshiba color stream component signal bypasses your TV's tuner, comb filter, and NTSC decoder. It is delivered to your TV via three cables and keeps all of the picture elements separate, which increases colour resolution. This type of connection provides you with a very clean picture, eliminating noise and crosstalk between colors.
the resolution difference between a dvd and a bluray is anything but comparable i think. dvd resolution is 720x480. if you have an upscaling dvd/bluray player then you'll get 1280x720 or 1920x1080 after upscaling. most of these players do a pretty good job with the image quality but if you watch an upscaled dvd next to the bluray version you'll see there is a very big difference between the two no matter what player is used.
if i'm not mistaken, colorstream is just toshiba's naming scheme for a standard component connection.
