No, it doesn't.
MGM owns the rights to Robocop. No one working on the suit under any studio ever had artistic rights. It was Orion's rights originally (who then, in turn, sold to MGM).
The statue doesn't even need MGM's permission. The statue is entirely non-profit. It would only need a license if it were somehow earning revenues, or if people were charging admission costs to see it.
Oddly enough, the same week the Robocop statue story hit the web, MGM pushed the Robocop DVD to the front of their website for sale! How's that for capitalizing on a good thing???
