I found out who makes it. It was done in 2000 by The Paper Magic Group which owns Don Post and Illusive Concepts.

Narrowed it down further. It\'s Paper Magic Illusive Concepts and sculpted by a guy named Michael.

as i said illusive they make soem pretty damn nice mass produced mask got me a few myself
