I believe it was some sort of camouflage.

In the Prowler, the killer wears a WWII style paratrooper Jacket that has a thin hood builtint th back flap. He pulls that over his head and pulss the ties tight then flips the collar up on the jacket to conceal the rest. Perfect shot of the mask is when Pam and the Sherrif (The Prowler) are fighting in the room. After he takes out the old store clerk, they struggle and he cannot see so he pulls it off his head and you can see its the hood for the jacket.Matt
