both, filling a mask when in the mold before you pull the mask is the best way using a soft urethane foam so you don\'t break anything in the mold, unless you have a silicone mold then you can use a rigid foam with no worries. Foam filling just a mask can be a pain & has to be done right or it will expand if the latex is not thick enough, your best best is to send masks to someone that know\'s how to do this so you do not ruin a mask, not saying you will but it happens. Expanding foam does not only raise up it pushes out so it can make your mask look like a whole new character which i guess is cool if you don\'t like the original piece LOL. yeah but what i said before is for both ways filling in a mold or out but I prefer to fill everything while in a mold to keep it\'s exact shape without making the mask distort in any way at all.
