Usually if you have a villain throughout most of the film, it is hard to bring that villain back in a sequal unless you change him/her around some. If he were to be in 3, many viewers would feel as though they had already seen it all in 2, and nothing would be too exciting. Joker, on the other hand, is a character in which could return because he is so dynamic. Not to mention the history he and Batman gain over the years. The ending basically eluded to Batman Begins, with Batman having to start from square one. Not being able to simply walk down the street without cops chasing him down and trying to arrest him. The only cop that EVER trusted Batman was Gordan. Batman is a vigialante. He is liked by some, and hated by most. Being apart of society would do nothing but cause more problems in the long run. Batman thought that Dent was a good man, and that HE was the hero that Gotham needed. Not a man who hides his face behind a mask.
