Can't Upload?

I cant upload ANY pics, can someone tell me why???THE FOLLOWING ERROR(S) WERE FOUNDThe requested file upload failed because suitable permissions have not been enabled on the 'uploads' directory. Please contact the board administrator and inform them of this error.

u can only upload 200kb in a post so ur pics need ot be resized
