if you use the dremel dont use the pink bits (aluminum oxide) use the sanding drum and keep speed low cuticle or manicure scissors for eye cuts the blades are like 1/4-1/2\'\' long 
can also be used for neck cuts (the circle) if you dont have a hole punch. for general latex cuts like neck etc i use really precise ones like scissors for cutting silk
