I'm willing to bet it's the 90s version. I've owned numerous 70s vinyl skulls (all stamped 67) and they're all thick and black or brown vinyl. You can really tell a difference in how well they're made compared to the original 70s/80s versions. Here is my 82 H3 vinyl glow skull for reference.
