It was a continuation error in the film."I figure that most people want a replica of the actual "Hero" glove they used in the film so that's why the fingertips remain intact. What they wrote on paper was different than what they actually wound up doing on the completed glove...despite filming Freddy cutting the fingertips off of A glove.. because they obviously didn't use that glove in the final build.
