I'm thinking he means latex (just a guess since he has a headcheese to repaint in another thread..)I read someplace about using citric acid (lemon juice?) to kinda reactivate the latex before you put the new basecoat on. I don't know alot about it, so if anyone knows more on this method please chime in. As far as I know you just rub it down with the stuff, and let it evaporate before painting. PLEASE DON'T TRY IT TILL WE FIND OUT MORE INFO THOUGH. I'D HATE TO SEE A MASK RUINED....I've also heard of blasting the paint off. Use a light powder(baking soda) in a sandblaster and it'll take the paint off without harming the latex mask.Again, these are just methods I've heard of and have NOT tried myself.
