IF your going to file, it must be within the first 45 days. That is also when the deadline should fall within. If it is going to be longer than that, I would recommend not sending money until it is ready to go. Or at least, only make a small deposit until it is ready to ship. DO NOT make deals or arrangements over the phone. You will not be able to prove what was said or discussed that way. Make ALL arrangements, deals etc through e-mail so that there is a record. Again, you will need this should you need to file a dispute. Paypal will want all e-mails pertaining to the deal in question. PROTECT YOURSELF! I simply will not do business with anyone who is not willing to give me a hard deadline as to when my item will ship. (Unless of course it is someone that is already an established good seller) Always try to make your purchases using a credit card through paypal.
