in order for it to be payment owed it has to be marked as such when making the payment. otherwise it's sent as goods or services and then fees are taken out. here's the bad news though. if someone sends you a payment as a gift or payment owed and something happens and you don't follow through then the buyer can't file a claim. so i doubt everyone is going to send you money this way just so you can save $5 or less.
if you've been using paypal recently then i don't see how you've avoided fees. i've been selling hockey masks for a year and i pay fees on every mask i sell. the fees are usually no more than a few bucks so it's not a big deal to me.
also, i don't make my customers pay the fee. to me, that's just bad business.
