It's not necessarily a choice. Most undermasks/hoods are sculpted on an armature, so it's a bit difficult to sculpt a neck longer than the armature will allow.
Further more, most are sculpted as display pieces and are not initially meant as costume pieces. If a hood is sculpted deliberately for costume purposes, these things should certainly be kept in mind. But undermask/hood display pieces should be kept accurate in size/dimension in order to appear proportional.
