This sounds like a bad idea all around. It could be about money or wanting to gain citizenship or it could be about something else. Traveling to other countries isn\'t like it used to be. A lot of people/countries around the world don\'t like Americans or America. I hope somebody can talk some sense into your sister. Her 2 children should be her concern not some guy in India that she never met. The fact he was denied a Visa is a HUGE red flag. She can\'t even know for sure if he even tried. She can\'t even be sure that the guy she\'s been talking to is even the guy she is gonna meet. Best of luck, man. I hope everything turns out O.K. but the whole thing sounds screwy to me.
