Hey Dan,
you can easily make a neck stump out of chickenwire covered with papermache. You can make the basic "skeleton" for your neckstump out of wire bend into rings. After that use the chickenwire and glue it into place (use it at an angle and not straight, that way you can form any way you want). Cover this whole thing with papermache and let it dry. If you want to add a little more detail to the torn area of your stump you can use acrylic caulk from the hardware store on it to make it look kinda gross. That stuff can be smoothed with a little luke warm water. Then just paint the bugger anyway you want and poor lots of fake blood on it. Should come out pretty sweet. I done something similar for a Winter carnival decoration two years ago and it was awesome. Hope this helps buddy.
