I'd definitely say parts 1 and 2 by far. He looked the most evil and menacing in part2, but part1 isn't too far behind. Parts 1 and 2 have always been my favorites out of the series though! I like Part 2 for some reasons but I prefer the open burns better. My favorite is Part 4... followed by Part 1.
