Was Freddy's Design Ripped Off This Guys?

I was reading a book today called Fangoria's 101 horror movies you've never seen and I noticed a movie called Night of the comet released in 1984 and I guess one of the main dudes in there, resembled Freddy's makeup, A LOT, ecspecially in later films. Kyle,That zombie makeup from Night of The Comet and the original Freddy makeup are both the work of David Miller. Hence, the resemblence. I wish I had more information on which was done first.

From the interviews out there I would assume anoes came first, we've all heard about how he came up with the look of freddy while playing with a slice of pizza.
