I bought a kobe bryant topps chrome rookie card graded a 9-10 for 265.00 from another member that has 100% feedback on the forum I frequent. However he said he shipped it on the 9th of June from Arizona and I have yet to receive it yet. Here is the kicker I had another card sent from Hawaii and one from California the same day he supposedly shipped and received them within 3 days. I have pm'd him and put read receipts on my pm's and he has been on but has not "read" my messages according to the read receipt. I am very worried and hoping I get the card today. I will more than likely make a claim here soon but it is looking very grim for my 265.00. <img src=\"style_emoticons/<#EMO_DIR#>/mad.gif\" style=\"vertical-align:middle\" emoid=\"\" border=\"0\" alt=\"mad.gif\" /><!--QuoteEnd</div><!--QuoteEEndI hear ya man, it's very disturbing how people can just "f you thanks for the free cash". The guy I sent my money to,said he shipped it,then he said he was sick and shipped it on a different day usps. Then I get an email from a girlfriend or wife and she says it was sent ups and should get it soon, like friday. Well now they are ignoring my emails and it still has not come. I ordered this on may 30,2009. Now I know thats not a long time ago,but when your told all the different shipping methods and time sent and now no responce...you get concerned. <img src=\"style_emoticons/<#EMO_DIR#>/confused.gif\" style=\"vertical-align:middle\" emoid=\"\" border=\"0\" alt=\"confused.gif\" /> Tom

Some advice about using paypal:My first recommendation is not to use them. Their protection is not nearly as good as they lead you to believe. It is convenient yes, but it can also cause a great deal of heartache. If you are a SELLER: Make sure you get proof of delivery when you send something out. A tracking number alone is NOT good enough. Make sure the recipient has to sign for the item. IF it falls into a dispute, they will ask for this. Then paypal can freeze your account even after resolution to a dispute, and make you jump through tons of hoops just to get back online. As a seller, DO NOT let funds linger in your paypal account. Take them out immediately after you receive them. There are a lot of impatient people who will file a claim just because they dont like to wait. Make your intentions clear as to exactly when you plan to get the item out to the buyer. Too many times, especially in this hobby, people end up with massive wait times, even going beyond a year for a basic mask. That is BEYOND ridiculous. As a BUYER: BEFORE sending any funds to the seller, make sure you have a deadline that the item must be shipped out by. Paypal will not let you file a claim after 45 days beyond the purchase date. IF your going to file, it must be within the first 45 days. That is also when the deadline should fall within. If it is going to be longer than that, I would recommend not sending money until it is ready to go. Or at least, only make a small deposit until it is ready to ship. DO NOT make deals or arrangements over the phone. You will not be able to prove what was said or discussed that way. Make ALL arrangements, deals etc through e-mail so that there is a record. Again, you will need this should you need to file a dispute. Paypal will want all e-mails pertaining to the deal in question. PROTECT YOURSELF! I simply will not do business with anyone who is not willing to give me a hard deadline as to when my item will ship. (Unless of course it is someone that is already an established good seller) Always try to make your purchases using a credit card through paypal. At least then, you will be able to initiate a chargeback, and get your money back. Caveat Emptor!! (Buyer Beware)

It could take 3 weeks to get the paperwork so have them send them out right away. Then, if and when your ready, fax them the forms needed.

Just put a claim against the purchase, this will mean the person you sent it to will at the very least be inconvenienced by having a hold on the account the money was deposited into.I remember 4-5 years ago I paid for a mask through PP and the seller was procrastinating sending it out-- 2 weeks became 6 weeks and on the 44th day I put in a claim. I guess he tried paying his bills and there was a hold and they all bounced. Good for him, I could care less and he overnighted my masks because I would not remove the claim until I got them. So, like I said, it will at the very least inconvenience the hell out of the theif.

Maybe it's just me, but I've noticed that paypal tends to favor the buyer in a questionable situation. I've heard horror stories of buyers claiming something was misreperesented and "returning" the item to the seller which caused paypal to issue a full refund. The seller signed for a weighted-down box in the mail (pieces of wood), and paypal refused to be involved beyond that point. The item was shipped out of the country, so the seller didn't pursue beyond that, and just absorbed the loss. The "trick" that bad sellers use is a list of excuses which cause the deal to go beyond 45 days (I thought it was 30 days, but I haven't looked in awhile?). THey apologize, talk about their kids having cancer, the whole thing. When you see that trend starting, contact them, tell them you're sorry for their situation and let them know you're going to go for a full refund for now, and that you'll rebuy the item when they're ready to actually ship. If they claim to have shipped without getting the tracking, contact Paypal and they'll give you the refund. Then, when/if the item arrives, resend your payment. I've done that and was told that by pulling the funds, it put them in a bad position, etc. etc. They said they'd spent the money on medicine and that their bank balance was thrown into the negative. I felt like a total jerk, and kept second-guessing my decision but when the item still failed to arrive, I considered it proof that they were BS'ing me and I'd done the right thing. Don't get me wrong.. sometimes "stuff happens" and it's honestly not their fault that they're late, but it's not your fault either.Don't wait until the last minute either.. my mom was given a fake tracking number near the end of the deadline and when she tracked it, it kept saying it was in the system, but not picked-up yet. She waited too long and finally got screwed. She could have pursued it, but I guess she felt stupid or something and didn't go for it.. she even left the guy good feedback on accident, and he returned the favor.
